Permits are required for the new construction, alteration, repair or replacement of septic system components. In addition, changing the structure which is served by the septic system may require approval to continue use of the system. A report on the existing system is offered for those interested in lending or buying as specified in sales and loan documents. Records of permits have been kept since 1974 and are available to assist with finding septic locations. Consultations regarding septic system design and maintenance are also available. Inspections of septic pumper trucks are performed as required by DEQ for licensing. Complaints are investigated.

The office is contracted with the Oregon Department of Human, Office of Environmental Public Health, Food, Pool and Lodging Program to provide licensing and inspection of all public food service, swimming pools, R.V. parks and motels. Food and water-related illnesses are investigated. Inspections are also done by request for school food service and day care homes.

Food service workers are required to obtain a food handler card within 30 days of beginning work. The cost of the card is $10.00 and the card is valid for three years. Food handler cards issued in any county are valid throughout Oregon. If you have a valid food manager training certificate, it is accepted in lieu of a food handler card. Those licensed facilities with private drinking water supplies (i.e. wells) are monitored for compliance. The program focuses resources on the areas of highest public health benefit and promotes voluntary compliance with drinking water standards. It emphasizes prevention of contamination through source protection, technical assistance to water systems, and training of water system operators.

Malheur County holds permits from DEQ for the operation of one small landfill located on Lytle Boulevard approximately 10 miles south of Vale. The daily operation is conducted by a private contractor.
