Agricultural Educational Extension Service District Advisory Board

The advisory board consists of three residents of Malheur County who represent the following:  one representative from the livestock industry (rancher or livestock owner associated with local 4-H programs), one representative involved with row crop farming, and one representative from the Malheur Agriculture Extension Coalition.  The advisory board advises the district governing body (County Court) on matters pertaining to the district.

 

Ambulance Service District/Emergency Medical Services Advisory Board

The advisory board provides a mechanism for the financial management of the Ambulance Service District, provides for a fair and equitable distribution of funding to the providers of ambulance services who serve the county, and makes recommendations to the County Court on the operations of the ambulance service district.  Members of the advisory board consist of the Emergency Medical Services Physician/Medical Director; representatives from Ontario, Nyssa and Vale city governments; one hospital administrator; one emergency nurse; the Emergency Medical Services Director; the Director of 911 Dispatch Center; and three laypersons or citizens from within Malheur County.

 

Board of Property Tax Appeals (BOPTA)

The function of this board is to review petitions, hear and make judgments on appeals filed by taxpayers regarding property values or assessments.  The board considers evidence from the taxpayer and the County Assessor.  This board consists of three members and an alternate appointed annually by the County Court and meets in February each year.

 

Budget Committee

The purpose of this committee is to review and approve fiscal year budgets for County operations, the Ambulance Service District, and the Agricultural Educational Extension Service District.  The committee consists of six members, including the three elected members of the County Court and three at-large members.  The at-large members may serve for two consecutive three year terms.  Meetings are held in April or May of each year.

Community Mental Health, Local Alcohol and Drug and Development Disabilities Advisory Committee

This committee advises and provides accountability to the County Court as the Local Mental Health Authority on community needs and priorities for developmental disabilities, mental health and addiction prevention and treatment services; and assists in the planning and review of those services identified for Malheur County.  The committee serves as the Local Alcohol and Drug Advisory/Planning Committee (LADPC) and as the Community Development Disabilities Programs (CDDP) Issues Advisory Committee and performs those functions prescribed in State Statutes, Oregon Administrative Rules and State Guidelines.  The committee consists of up to seventeen members appointed to four year terms and includes advocates for children, youth and/or adults with mental or emotional disturbances, addictions, and intellectual or other developmental disabilities as well as consumers and families.  (Additional information about this committee can be found under Special Programs on this website.)

 

Compensation Board

This is a three member board required by Oregon statute that annually reviews and recommends a compensation schedule for county elected officials.

 

Fair Board and Advisory Board

The Fair Board has the responsibility of policy and direction for the annual Malheur County Fair as well as operation and management of the fairground facilities.  The Fair Board consists of five voting members who are residents of Malheur County appointed to three year terms.  The Advisory Board to the County Fair Board consists of up to seven nonvoting members who are residents of Malheur County appointed to three year terms by the County Court.

 

Local Public Safety Coordinating Council (LPSCC)

The purpose of this committee is to increase public safety by enhancing law enforcement efficiencies and reducing crime.  The committee is comprised of no more than twenty-seven members and includes representatives of various sectors including: law enforcement, city government, the Oregon Youth Authority, the Department of Human Services, community corrections, district attorney, juvenile department, health department, mental health, a state court judge, a defense attorney, and a lay citizen.

 

Planning Commission

The Planning Commission consists of nine members appointed to four year terms.  The Commission conducts quasi-judicial land use hearings and determines that proposed land use decisions are consistent with the County Comprehensive Plan, Malheur County Code, Oregon Revised Statutes, and Oregon Administrative Rules.  The Planning Commission meets monthly on the fourth Thursday.

 

Traffic Safety Commission

This committee works to prevent and reduce the loss of life, human suffering and economic costs resulting from traffic crashes; it is a forum to voice traffic safety concerns and evaluate related issues.  The committee is comprised of representatives of various sectors including:  law enforcement, road districts, fire services, district attorney, health department, justice of the peace, the private business community, a representative who has either a special interest or experience in traffic safety issues, a representative of Malheur County’s students, and a representative from a trucking or towing business in Malheur County.  Terms are two years and there is no limit to the number of subsequent terms.

 

Vector Control District Board of Trustees

A five member board appointed to oversee the operation of the Malheur County Vector Control District; term of service is four years and there is no limit to the number of subsequent terms.

 

Weed Advisory Board

This advisory board is a five member board whose purpose is to advise the County Court on policy and facilitate in the control and eradication of noxious weeds in the county; term of service is three years.

 

Wolf Depredation and Compensation Advisory Committee

The purpose of this committee is to facilitate the grant program available through the Oregon Department of Agriculture to mitigate wolf impacts on producers.  Areas of representation include one County Commissioner, two livestock owners, two supporters of wolf conservation or coexistence, and two business representatives.  (Additional information about this committee can be found under Special Programs on this website.)
